Bas de Leede hit an unbeaten 30 off 30 balls to help the Netherlands win their second tournament with three balls to spare.
Jan Frylinck had earlier led the way with 48 points as Namibia fell to 121-6.
In the other match on Tuesday, Sri Lanka defeated the United Arab Emirates by a score of 79 runs.
The Netherlands now lead Group A heading into the final round of matches, with Namibia second ahead of Sri Lanka due to their higher net run-rate.
The Netherlands will clinch their place in the Super 12s with a win over Sri Lanka on Thursday, before Namibia faces the UAE.
The top two teams from each group will advance to the Super 12s, which begin on October 22. England will face the winner of Group A and the runner-up of Group B.
